Section 21 of the Arbitration Law of Lagos 2009 will entitle a court to make an interim measure prior to the commencement of arbitral proceedings where the court is satisfied that the applicant has a manifest intention to refer the matter to arbitration on the basis of a valid agreement to arbitrate.
